Who Can Get A Card?
The O’Fallon Public Library is locally funded by property taxes paid by persons who own property within the city limits. If you live within O’Fallon city limits or own real estate in the city, your taxes support the library and a card will be issued at no charge.
What if I do not live within the O’Fallon City Limits?
Individuals who reside outside the O’Fallon city limits and do not have a public library serving the area they reside in are not paying any taxes for public library service. They are required by Illinois state law to purchase a card by paying a fee equivalent to the locally assessed library tax. Nonresident fees are calculated using a tax bill method (as voted on by the Library Board of Trustees). Nonresidents who choose to purchase cards must provide the documentation necessary to calculate the fee. In most cases, this will be a current tax bill or rental agreement. The nonresident family fee is paid annually. A family is defined as individuals residing at the same address.
How to Get Your Card
To obtain a card you will need to show a valid picture ID from a city, state, or government agency such as a driver’s license, military ID, or passport.
A second piece of identification establishing residency by showing your current address will also be needed. Acceptable documents include a current utility bill, voter’s registration card, vehicle insurance card, or even your checks if they include your current address.
Non-residents who own property within the city limits need to provide a current tax bill for that property.
You will receive your card on the day of application.
There is no minimum age to obtain a card. Children aged 15 and younger may obtain a card with the permission of a parent or legal guardian. Juveniles aged 16 and older are eligible to obtain a card without a parent if a valid ID and proof of residency are provided.
How to Borrow
To check out materials present a valid library wallet or key-chain card at the Circulation desk, or you can use self-checkout. If you forget your card you may check out materials at the Circulation desk by presenting a valid photo ID.
The default checkout period for most O'Fallon Library materials is three weeks (extended checkout periods may be accommodated depending on the item). Items belonging to different libraries may have different checkout and renewal limits. Overdue fines are $.10 per day, per item for O'Fallon patrons (regardless of which library owns the item).
Checkout limits vary by item type. The TOTAL ITEMS per card is 75. Up to 30 of those can be CDs/Audiobooks, 20 can be DVD/Blu-Ray, 2 can be Express DVDs, and 3 can be Video Games.
Tips for Placing Holds and Renewing Items

- Your initial password is usually the last 4 digits of your telephone number.
- Your barcode is the 13 digit number on the back of your library card
- You may establish a username and password by logging in with your barcode and password, choosing the My Record tab, then choosing Change Logon.
- You will not be able to renew an item more than twice online, but if special circumstances require an extra renewal period, please contact the library and we may be able to do this for you.
- Books and other materials can be seen in the catalog many months before the publication date. If the item has a status of ON ORDER you can place a hold but requests will not be filled until the material is published and received by the ordering libraries.
